Override cleanly when plans change

Sometimes a manager needs to pull rank: a request was approved before a deadline shifted, or someone's circumstances changed. Admins can edit, re-route, or force-approve straight from the request, and the change shows up in the audit log with a note on what happened. Nothing gets quietly rewritten.
